Siyasi Çöküşe Yol Açan Faktörlerin Analizi: Zambiya Vatansever Cephe Hükümeti 2021 Örneği

Zambiya 12 Ağustos 2021’de, başkan, parlamento üyeleri, belediye başkanları ve yerel meclis üyelerini seçmek için sandık başına gitti.Vatandaşlar ülkenin dört bir yanından gelip oy kullanmak için 02:00’de dahi sıraya girdi ve gecelerini sandık merkezlerinde geçirdi.Böylece yüksek katılımlı bir seçim gerçekleşmiş oldu. Bu seçimde,geçmişte cumhurbaşkanlığı seçimlerini beş kez kaybeden muhalefet partisi Ulusal Kalkınma için Birleşmiş Parti (United Party for National Development (UPND)) iktidardaki Vatansever Cephe (Patriotic Front (PF)) partisine karşı galip geldi. Seçim sonucu,Zambiya Siyaset Bilimi Derneği’nin 2021’de genel seçimlerden bir ay önce gerçekleştirdiği Siyasi Görüş Anketi tarafından öngörülen,PF’nin görevdeki Cumhurbaşkanı Edgar Chagwa Lungu’nun,muhalefet adayı Hakainde Hichilema’ya karşı galip geleceğini tahmin ettiği sonucuna tersti. Zambiya, başkanlık oyları için %50+1 seçim sistemini, diğer seçim pozisyonları için tek türlü çoğunluk1 seçim sistemini kullandığından, görevdeki kişinin tur sırasında kazandığı iddia edildi2. 16 Ağustos 2021’de, ilan edilen 156 seçim bölgesinden 155’i ile Zambiya Seçim Komisyonu (ECZ), muhalefetteki UPND Partisi’nden Hichilema’yı 2.810.757 oyla,Lungu’nun 1.814.201 oyuna karşı cumhurbaşkanlığı kazananı ilan etti. Bunu mütakiben eyalet meclisi aracılığıyla seçimlerin özgür ve adil olmadığını belirten Lungu, daha sonraları yenilgiyi kabul etti.

An Analysis of Factors That Led to a Political Downfall: The Case of Zambia’s Patriotic Front Government 2021

On 12 August 2021, Zambia went to the polls to elect the President, Members of Parliament, Mayors, and the Local Councillors. This election was characterized by a high turnout of electorates as citizens from all corners of the country lined up to vote as early as 02:00hrs with others spending their nights at polling stations. These elections saw the opposition political party United Party for National Development (UPND) which has in the past lost presidential elections five times, emerge victorious against the ruling Patriotic Front (PF) party.

The electoral outcome was against the projected outcome by the Political Science Association of Zambia Political Opinion Poll conducted in 2021 a month before the general elections, to which the PF incumbent President Edgar Chagwa Lungu was projected to remain victorious against the opposition candidate Mr. Hakainde Hichilema. As Zambia uses the 50% plus one electoral system for Presidential votes and First Past The Post for other electoral positions, the incumbent was alleged to have won during the round. On 16th August 2021, with 155 of 156 announced constituency results, the Electoral Commission of Zambia (ECZ) declared Hichilema of the opposition UPND Party as the presidential winner with 2, 810, 757 votes against Lungu’s 1, 814, 201 votes. Later on, Lungu who through the state house stated elections were not free and fair later accepted defeat.
